Is it somehow possible to send notifications after changes in one table (without any data about inflicted users) to all the users with a given role?
I have a table with news that should be sent to groups of users and I would like them to be automatically notified after changes.

Unfortunately, the system is able to send a notification only to users connected to the record. In any field and any link type. However, in your case, there is another layer between a record and the user (role).
However - it is a nice idea. I can try to put it into our roadmap.
